Conservation commission confirms CSX wetland boundaries, approves five-year vegetation plan

The Northborough Conservation Commission on Nov. 10 agreed to a positive determination under section 2A confirming the bordering-vegetated-wetland boundaries flagged along CSX rail corridors and accepted the railroad’s five-year vegetation management plan as shown in the submitted plans.
Vinny Vignali reported he rode the rail line with Kip Callahan of VHB, who flagged wetlands and recommended a limited addition of a roughly five-foot no-spray buffer in one location. Callahan said the updated plans were received the afternoon of the meeting and that the wetland flags and proposed work were acceptable.
Callahan described field markings and implementation controls: “The no-spray zones have been marked with oil-based paint on both the rails and the ties,” and an environmental scientist from VHB will ride with the spray operator as an extra measure to ensure compliance.
After discussion about scope and minor plan adjustments, the commission closed the hearing and issued the 2A positive determination, endorsing the wetland delineation and the five-year vegetative management approach described by CSX and its consultants. The determination will apply for five years and is subject to the plan and the physical on-site marking and monitoring described by VHB.
