Franklin County commissioners on Wednesday approved the consent agenda that included $2,081,862.59 in claim vouchers, a $18,393.45 tax change, minutes from January 12 and 14, and emergency vehicle permits.
During the meeting, county staff presented a proposed annual contract with the City of Pomona for law-enforcement services. Jeff Richards said the contract provides the city with a minimum of 40 hours of dedicated patrol and response to calls in exchange for reimbursing the county for the salary and benefits of one sheriff's deputy. Richards said the county cannot enforce city ordinances without such a contract and asked the board to approve the $85,296 agreement for 2026. The board voted to approve the contract.
Public works staff requested authority to rebuild the engine in a 2006 Peterbilt semi that has about 475,000 miles. Staff said they solicited three bids and recommended the low bid of $31,419; Kirk told commissioners the warranty would cover any replaced motor components and would extend four years to include remanufactured heads, injectors and new turbos. Commissioners approved the purchase.
Staff also updated the board on three additional applicants under the LEPP septic program — at 4423 Rock Creek, 4033 Nevada Road and 1245 Labette Road — and asked for a verbal go-ahead to proceed with repairs. Staff reported local LEPP funds were about $4,683 and that the county had recently received a new $75,000 allocation, and commissioners voiced no objections to moving forward.
A public commenter, identified in the record as Noah (recorded also as Norman) Woodie of 3790 Road, spoke during the public-comment period to thank the commission and to praise county staff, calling a department's employees “conscientious.” The meeting concluded after routine commissioner reports and an acknowledgement of AdventHealth’s sponsorship of FCDC programs.
