Rich Rosenthal, Parks and Recreation facilities director, told council Roxanne Road is fragile and prone to water‑related erosion, potholes and drainage failures and that Central Pipeline operates the quarry and has historically partnered on maintenance. Under the proposed license, the annual road‑use contribution will double to $30,000 in in‑kind repairs; Central Pipeline will provide the first $30,000 of repairs each year and the city's budgeted share will then supplement that amount.
Rosenthal said the agreement sets reasonable operating‑hour and manner restrictions and that the quarry appears to have only five to seven years of rock remaining under its permit (which runs through 2032). Councilors asked about how in‑kind wholesale rates were negotiated and whether the in‑kind value represents savings compared with retail prices; Rosenthal said staff verified the wholesale rates with public works and concluded they represent substantial savings compared with retail costs.
Motion: "I move to approve council bill 2025-94." Roll call recorded five yes, one abstention; the motion passed.
Council directed staff to finalize the license and continue coordination with Central Pipeline on repair scheduling and monitoring of winter vulnerability.
