Medford to accept $766,106.67 in foreclosure relief funding from state

The Medford City Council approved council bill 2025-100 on Dec. 3 to accept $766,106.67 from Oregon Housing and Community Services under the Neighborhood Stabilization Program 1 to address foreclosure impacts.
City Attorney Eric Minton introduced the ordinance and staff described it as an intergovernmental agreement to receive the funds, which would be used for neighborhood stabilization projects. Planning and engineering staff noted the funds are earmarked to address foreclosure impacts and would be directed to eligible projects; if unused the funds would be returned to Oregon Housing and Community Services.
"If, a project is not identified, we would either go out and do a competitive process, and or if that still failed, we would return the funds to OHCS," a staff member said during the discussion.
Councilor Kevin Stein moved to approve the bill and the motion was seconded. A roll call produced seven yes votes and the ordinance carried.
Staff said there are no penalties to the city if the funds are not fully utilized, and that any unused amounts would be returned to the state agency. The council did not identify specific projects at the meeting; staff said project selection and any competitive procurement would follow city and state grant rules.
