Medford council approves three measures including DEQ housing conversion grant and annexation

Councilor Mitten introduced the ordinance; council approved the motion by roll call 8-0. The ordinance text as read referenced grant funds and the CERTA program as presented by staff.
Council Bill 2025-91, a resolution memorializing contracts with consultants used during review of the Creekside Quarter and stadium proposals, passed after staff described the item as a cleanup measure validating prior consultant agreements. The council voted to approve the resolution 7-0; Councilor Garrett West recused himself from the vote and was recorded as absent for that roll call. City staff said any future consultant agreements would be brought back to council for approval.
In a quasi-judicial public hearing the council considered Council Bill 2025-92, an annexation ordinance to add two developed parcels totaling about 0.95 acres east of Table Rock Road to the city and rezone them from Jackson County’s Rural Residential 2.5 to the city’s light industrial zone with a limited industrial overlay. Planning staff (Kelly Aiken) summarized the approval criteria under the city’s land development code and recommended approval; the applicant’s agent, Herb Farber, told the council he had no objections to the staff report. After closing the hearing the council approved the annexation by roll call 7-0.
