Council also unanimously reaffirmed the city’s investment policy, a largely ministerial annual action, and approved multiple planning actions: an ordinance vacating an unimproved segment of Belknap Road to allow a commercial subdivision (approved on final vote) and a minor comprehensive plan/zone change to allow La Clinica to locate a multi‑service health facility on about 4.62 acres on the city’s west side. Both land‑use items proceeded after public hearings with staff saying infrastructure and easements will preserve a planned pedestrian route.
On the procurement front, staff presented a proposed five‑year $2.8 million master lease and related agreements with Enterprise Fleet Management covering 73 non‑public‑safety vehicles. After extended questioning about department‑level costs, vehicle sale and delivery fees, and insurance and interest rates, the council voted 8‑0 to continue the item to a date certain so staff can supply additional analysis.
