The county’s grants and management teams presented a two-tier vetting procedure for nonprofit requests to use the county as a fiscal agent, describing mandatory materials, financial reviews and a fiscal-agency review committee that includes grants staff, legal, finance, public works and risk. "We've also consulted with NACO, DFA and other counties to build a standard operating procedure," Laura Chavez told the commission, summarizing the materials applicants must provide and the committee’s role.
