Dallas council adopts revised sidewalk reimbursement program, raises cap to $2,500

The Dallas City Council on Oct. 6 approved a new sidewalk repair reimbursement policy that converts an informal $500 reimbursement into a grant-style program with a maximum award of $2,500 or 50% of a project’s cost, whichever is less.

City staff said the policy formalizes an existing program, shifts the application to a pre-approval model and tasks Public Works with determining project eligibility. "We feel that $2,500 is an appropriate amount for reimbursement," staff said during the meeting, noting rising materials and labor costs since the program’s $500 benchmark was set.

Council members debated the program’s bidding requirement. The draft policy recommended homeowners submit three bids for projects over the threshold; several councilors said that can be burdensome for individual property owners. Councillor Shane moved to adopt the policy with a modification requiring only one bid; Councillor Fitzgerald seconded the motion. The council approved the change by voice vote, with the motion passing unanimously.

Under the adopted policy, eligible repairs include sidewalk portions damaged by tree roots or general wear and tear; repairs caused by owner neglect are not eligible. Staff said the Public Works Department will review eligibility and that grants will be awarded depending on available funding.

The council’s action took effect immediately for program administration; residents who wish to apply will submit a request to Public Works before undertaking repairs and, if eligible, receive reimbursement after work is completed in accordance with the new rules.
