Summary
The Greater Burrows Advisory Board voted Dec. 10 to seek bids for a strategic plan for the Greater Burrows Partnership for Health with a budget cap of $30,000 and a procurement timeline that seeks proposals by Jan. 5, 2026. Members also heard an introduction from new regional health agent Vincent Gu.
The Greater Burrows Advisory Board voted Dec. 10 to issue a request for proposals for a strategic plan for the Greater Burrows Partnership for Health not to exceed $30,000.
The board’s action, taken during a remote meeting called to order at 2:01 p.m., follows staff revisions to the draft scope to add a five-year sustainability objective and an adjusted schedule. "We did talk about increasing the budget to 30,000," a meeting participant said while reviewing the updated timeline. The board directed staff to identify at least three vendors and proceed with procurement.
Why it matters: The strategic plan will guide the partnership’s priorities across the region’s shared public-health services and set a path for sustainability and program activities over the next five years. Board members said they aim to start work no later than Jan. 26 and complete the plan by June; staff requested proposals be submitted by Jan. 5.
Vincent Gu, introduced at the meeting as the new regional health agent, said he brings both firefighting and public-health experience. "My name is Vincent Gu. I'm excited to be a part of the team. I spent the last three years as a career firefighter out of Natick, Massachusetts. Prior to that, I was a regional health agent primarily based out of Kingsborough, Tewksbury," Gu said. Board leaders said Gu will shadow local agents, including Chris Craig in Northborough and Ray in Westborough, before taking on inspections independently.
On specific vendors, members suggested firms previously used by nearby public-health departments, including BME Strategies (referenced in the discussion as BME/BMA), CMRPC, JSI and HRIA. The chair and staff said they would identify at least three vendors to invite to bid and work with the finance team on procurement steps.
Motion and vote: An unidentified member moved to approve issuing the RFP for the strategic plan not to exceed $30,000; Ann Marie seconded. Board members Taylor, Ann Marie and Chair Isabella Caruso voted in favor; the chair declared the motion approved.
Next steps and scheduling: Staff will proceed with procurement outreach and vendor identification. The board scheduled its next meeting for Jan. 8 at 10 a.m.
The meeting was adjourned at 2:14 p.m.
