Committee reviews Peaslee project and Z School roof plan; MSBA reimbursement estimated at 48.68%

Peaslee planning: staff said the Peaslee Building Committee is advancing visioning and stakeholder input and reported that a feasibility allocation increase to the Massachusetts School Building Authority (MSBA) was accepted, enabling the next phase of community engagement.
Z School roof: Keith, the district project presenter, walked the committee through a refined cost estimate and an SD (schematic design) submission planned for Jan. 8 to make the February MSBA agenda. Keith said the estimated amount that could be eligible for MSBA reimbursement is “just shy of $5,400,000” and that multiplying that estimate by the district’s 48.68% reimbursement rate would total “just over $2,600,000.” The full town request in the package was listed as $5,683,150; after the MSBA formula and estimated reimbursement, staff said the estimated bonded amount to the town could be about $3.0 million.
Keith said the recommended approach is a removal of the top layers of the existing stone‑ballasted roof, installing an EPDM membrane on flat sections and shingled roofing on pitched sections, plus code compliance work. He warned that final reimbursable amounts will be set after procurement and construction; the district will carry contingency in the package so the town does not need to return for additional funds should unforeseen issues arise during construction.
Committee members asked how bonding and reimbursement timing work; staff said the town typically bonds the full amount and MSBA final reimbursement is determined after project completion and eligibility reconciliation. Staff noted bids and final cost estimates will refine the numbers before town meeting, and that the SD submission is intended to put the project on MSBA’s February agenda.
No vote was taken; staff said they will proceed with the SD submission and return with refined estimates post‑procurement.
