Town of Northborough — The library trustees voted unanimously to adopt a package of updated library policies on motions made and seconded at the board's in-person meeting, which convened at 7:13 p.m. and adjourned at 8:07 p.m.
The package, presented by staff and the administrative subcommittee, bundled revisions to multiple policies including public use of library computers, hotspot use and tampering language, meeting-room rules, AV-equipment reservations, and program-registration/no-show enforcement. On the children’s-program side, staff proposed allowing a limited set of longer programs for grades 3–5 (a movie-and-book group) with conditions: two adults present or a staff member plus an adult 18 or older, and recorded emergency contact information so children can be released to caregivers at the program’s end.
Program registration and no-show enforcement drew extended discussion. Staff explained that when registration is required (for cost or capacity), repeated unexcused no-shows could result in temporary loss of registration privileges; trustees debated whether the policy should say patrons "may" or "will" lose privileges after repeated no-shows and supported stronger language to give staff an enforceable standard. Trustees and staff also described an email template and reminder schedule (two reminders before an event plus follow-up notices) intended to reduce avoidable no-shows.
Trustees also approved two other agenda items by voice vote earlier in the meeting. The board approved the minutes of the December 9, 2025 meeting as amended after a correction to the spelling of a trustee’s last name, and approved the list of 2026 closed and early-closing days "as presented by director." Both motions carried unanimously.
A trustee asked that the room-reservation form explicitly list available AV equipment; staff said the equipment list should already be included and offered to provide training and a short instruction card for patrons and presenters. Trustees also discussed how to interpret "open to the public" for meeting rooms (referencing ALA standards) and whether certain private or membership meetings could limit attendance; staff agreed to clarify gray areas offline.
What happens next: Staff will implement the policy language as amended, finalize the email templates for program reminders, and follow up with trustees on drafting clearer hotspot and meeting-room wording.
