City council adopts multiple ordinances including RV-park allowance and two annexations
Summary

The council voted 5–3 to adopt the ordinance; the council had previously modified the applicant's request from high-density to medium-density during the public hearing process.
- Ordinance 19-14 (second reading and adoption): Enacts annexation of the Dallas Golf Club property (Oar's Corner Road) and designates it parks and open space. Staff explained a state-law timing rule (citing ORS 222.040(4)) that delays the ordinance's effective date until the day after a special-district election (Nov. 5) so that that election's ballots are handled correctly; the ordinance passed unanimously by roll call.
- Ordinance 19-15 (first reading): Staff presented a repeal-and-replace of Development Code chapter 2.1 regarding historic preservation and the mayor declared it to have passed its first reading; staff said municipal code language detailing Historic Preservation Commission duties will follow in a separate ordinance.
