Council approves $870,000 purchase of property adjacent to John Barnard Park

City staff recommended and the council authorized purchase of two adjacent tax lots totaling just under 5 acres at 645 Southeast Furrilla Road, immediately south of the John Barnard Park construction site.
Staff described the property as including a roughly 2,250-square-foot house, two garden sheds and an approximately 1,800-square-foot machine shop. The negotiated purchase price is $870,000 and the seller will pay closing costs, staff said. Parks system development charge (SDC) revenue was identified as the funding source; staff reminded the council that parks SDCs may only be used for park expansion or enhancement projects, not general-fund facilities.
Staff said the city intends to partition off the house and portions of the property it will not use for park purposes and sell those parcels; staff estimated the sale would recover a portion of the purchase price and return funds to the parks SDC account. During discussion staff and councilors confirmed there is roughly $2,000,000 in parks SDC funds available and that this purchase would use a little less than $1,000,000 of that balance.
Councillor Schilling moved to approve the purchase and Councillor Shane seconded. The motion passed unanimously by voice vote.
The council did not identify a specific buyer for any partitioned parcels; staff said partitioning and sale would occur after the city completes the purchase, and that recovered sale proceeds would return to the parks SDC fund.
