Staff said the updated IGA clarifies terms of service, reiterates that the agreement is provided at no cost, confirms the state owns the ORMS system while the city retains its own data, and clarifies dispute-resolution and expiration provisions tied to the master service agreement. City staff said the changes were largely formatting and clarified responsibilities; staff did not provide a redlined comparison because a redline was not supplied by the Secretary of State's office.
Councillor Blosser moved to authorize the city manager to sign the IGA; Councillor Shane seconded. The motion passed unanimously by voice vote.
No new costs were reported during the council action; staff recommended continuing use of the no-charge system for city records management.
