Los Alamos County Council on Nov. 18 approved an amendment to extend and increase an agreement with LSP Data Solutions to support e‑discovery and processing of public‑records requests. The amendment extends the contract term to Dec. 12, 2026 and raises the authorized cumulative compensation to a not‑to‑exceed $722,000 (plus applicable gross receipts taxes); staff said the funding is already budgeted.
Staff and the records manager described rapidly growing volumes of records requests, a rising share related to litigation and discovery, and time‑intensive redaction needs — particularly for video and media files. Records staff explained that requests vary widely (from single‑permit lookups to complex requests producing large numbers of items) and that consultant tools and subject‑matter expertise help the county process large, complex inquiries within statutory timeframes.
Council discussion focused on request volumes, requester types (including data vendors and legal discovery), and the decentralized nature of records. Staff said the contract covers technology and consulting assistance to mine, collect and redact responsive materials and to reduce the number of staff hours required for large discovery work. The council approved the amendment on a recorded vote with one councilor absent.
