BPU recommends council introduce ordinance to amend AT&T colocation lease on North Mesa tower

At its Oct. 22 meeting the Board of Public Utilities voted to recommend County Council introduce Ordinance 7‑39, a proposed first amendment to the colocation agreement for cellular providers at the North Mesa Water Tower (280 North Mesa Road).
County staff presenter James told the board the amendment documents planned equipment upgrades, requires a technical review to assess structural integrity and interference with other providers, and renews the contract for an additional five-year term. "This ordinance is gonna authorize us to execute the First Amendment to the colocation agreement with ComNet," James said.
James told the board the amendment also updates financial terms: staff described an increase in annual fee levels from roughly $10,000 to about $21,000 with a 3% annual escalation and a one-time administrative fee of approximately $15,000. The board voted 4–0 to recommend council introduce the ordinance.
No board member objected during discussion; one board member asked about unmanned aerial systems (drones) operating near the tower and staff said they have not placed limitations in the amendment but would provide background information offline on drone operations and certified operators. The recommendation advances the amendment to County Council for consideration and possible introduction.
