Utility manager orders rebuilt transformer for White Rock substation; LANL tie line and mutual-aid discussed

The utility manager reported Sept. 17 that the county has placed an order for a rebuilt transformer for the White Rock substation priced at approximately $380,000. Staff said the unit carries a three-year warranty, is being rebuilt upon order, and should arrive in 10–12 weeks; the transformer can accept cooling fans to increase capacity from roughly 12 MVA up to approximately 22 MVA if needed.
On resilience, staff said they are coordinating a temporary tie line with Los Alamos National Laboratory and expected pole staking to proceed shortly; they are also pursuing a mutual-aid arrangement with PNM to secure access to a mobile transformer if required. The utility manager said voltage regulators have been delivered and that staff continue recruitment efforts for several utility positions.
Board members asked about costs for additional cooling fans and timing for the LANL tie line; staff said the extra cooling equipment would be in the low thousands of dollars (not hundreds) and estimated the tie line staking and near-term availability on a scale of weeks to a month and a half.
