Administrator: Timmons project manager assigned to 0.1 development; AES to expedite $1.9 million milestone payment

County Administrator Rogers provided operational and development updates at the Dec. 18 meeting, including staffing, audits and large-project milestones.
Rogers said the county has identified a dedicated project manager from Timmons Group to oversee the 0.1 development and that a development agreement will likely be a necessary component for that project’s approvals. He also said the county has a contract in place with AES for a solar project and that AES agreed to expedite milestone 3, making a $1,900,000 payment to the county this month. Rogers described the milestone payment as outstanding from prior payment milestones.
Rogers additionally summarized that staff are working on two audits (a fiscal 2025 annual comprehensive financial report and a court-mandated forensic audit), and noted recruitments for a director of community development and utility operators. He said budget-versus-actuals for November was included in the board packet to help compare month-to-month performance against the approved fiscal 2026 budget.
Board members thanked staff for the updates and requested monthly reporting on the 0.1 development project and finances going forward.
