The Northborough Fire Station Building Committee voted Nov. 19 to recommend that the Town of Northborough accept Change Order No. 5, a contract adjustment totaling $137,458.48 to cover structural-fill work and additional handling of excavated material.
Staff told the committee that two structural-fill proposals originally totaled about $161,000 but, after negotiations, the town agreed to pay $98,184.63 for the structural-fill portion. Three separate line items for handling and re‑handling materials totaled $18,851.45, $12,343.21 and $8,079.19, producing the combined change-order total of $137,458.48. An on‑site materials tester and the owner’s project manager participated in the review and negotiations, staff said.
Committee members raised concerns about the clarity of proposed change-order descriptions produced by the contractor’s software. A presenter said the contractor’s system often outputs proposal-request numbers without plain‑language descriptions, and the committee requested clearer written explanations of pending PCOs going forward.
A motion to recommend the town accept Change Order No. 5 was made, seconded and approved by the committee. Committee members said the negotiations reflected an effort to limit costs to the town while covering necessary work encountered in excavation.
Next steps: the committee will circulate the formal change order with backup documentation to town staff for final processing and sign‑off.
