Board approves $1.9 million Mount Zion sewer replacement project funded by reimbursable ARPA grant

The Charles City County Board of Supervisors on Dec. 18 approved a $1.9 million bid award for the Mount Zion Rustic sewer replacement project, and staff said the work will be submitted for reimbursement under an American Rescue Plan Act (ARPA) grant that the county identified for utility projects.
County staff described the award as a construction contract to replace the existing system with a low-pressure system that will require easements and use agreements from affected households. County Administrator Rogers said the project is eligible for reimbursement under a previously awarded ARPA grant and that invoices will be submitted for payment after the county pays initial costs.
During discussion, Supervisor Ryan Patterson asked whether the county would need cash on hand to cover upfront costs; staff confirmed the county will incur expenses and then seek reimbursement from the ARPA fund. Board members asked for more detail on timelines and noted staff will issue a notice to award following approval to allow a construction schedule to be developed.
A public commenter had urged the board to place the item on the regular agenda and to require a project plan, monthly reporting and answers about the low bid price compared with other bids. Staff and the board said additional property-related approvals (easements and related documents) will likely return to the board next month.
The motion to approve the bid award was made by Miss Teal and carried by recorded ayes from the voting members present.
