Board schedules phased review of strategic plan, discusses joining New Mexico community survey

At the meeting members reviewed a draft strategic plan and agreed to a phased approach to finalizing it, with the group reading sections in advance and discussing one goal at each forthcoming meeting so the plan can be finalized by November or December to guide next fiscal-year spending.

A staff member introduced the draft and noted the substantive goals and activities appear near the end of the document; members recommended breaking the review into digestible sections (for example, one goal per meeting) so new board members and staff could follow the rationale behind each activity. The chair emphasized that some program components are dictated by DFA and therefore not discretionary.

The meeting also discussed whether to participate in the New Mexico community survey to obtain statewide comparison data. A staff member said the jurisdiction currently does not participate and described distribution options (motor vehicle office set-ups, QR codes, mass email, mailers) and incentives used elsewhere; members requested the staff coordinate with county resources and consult county attorney staff about consent and outreach steps. The board agreed to read the narrative through page 28 ahead of the next meeting and to begin section-by-section discussion at that time.

Members characterized the plan as having useful "meat" but noted it contains a large amount of material; several suggested staggered review and clearer mapping from goals to responsibilities.
