Astoria council authorizes grant application to support Copeland Commons stormwater improvements

The Astoria City Council on Dec. 15 authorized city staff to apply for a Housing Infrastructure Financing Program (HIFP) grant to support stormwater improvements at Copeland Commons and to cover a project manager position to support the work.
Director Dart McLean explained the grant would be applied for by the city and, if awarded, would pass through to Copeland Commons to support stormwater improvements tied to development. Community Development Director John Roberts was present to answer questions; none were raised. Councilor Conklin moved to authorize the application; Councilor Adams seconded, and the motion carried by voice vote.
What it means: the city is pursuing state-level infrastructure funds to support a local affordable-housing project’s stormwater needs and to reduce staff burden by funding a dedicated project manager if the grant is awarded.
