Astoria waives flag-room fees for nonprofits, trims some library charges

The Astoria City Council on Oct. 20 approved an update to Library Fee Schedule E that exempts Astoria-based organizations and nonprofits from fees to rent the library’s flag room and adjusts several other library fees.
City Manager Spence said the Library Advisory Board reviewed public feedback and recommended that Astoria-based organizations and nonprofit groups be allowed free access to the flag room while commercial entities would pay $50 per hour. Other changes included eliminating overdue fines where applicable, aligning damage fees with neighboring libraries and reducing the borrower card replacement fee from $6 to $3 to reflect actual costs.
Councilor Adams thanked staff and the advisory board for reviewing comments. Rick Newton, a member of the public from Warrenton, urged the council to support libraries as community hubs and shared ideas he borrows from Alaska library programs.
Councilor Adams moved and Councilor Lump seconded approval of the attached fee resolution updating Schedule E; the council approved the resolution by roll call.
Next steps: the amended fee schedule will take effect under the adopted resolution and the library will implement the fee changes.
