Charlotte County meeting: Red Hill update, Extension Office grants and a clean FY25 audit

At the start of the December meeting the Patrick Henry Memorial Foundation presented an update on Red Hill and upcoming VA250 activities. Hope Marston, the foundation's CEO, said Red Hill hosts multiple annual events (including a naturalization ceremony and a July 4 event that attracts roughly 2,500 visitors), offers free admission to EBT holders, active military and Charlotte County students, and runs school field trips (29 schools this year). She noted a new education center opened in 2019, an active archaeology program with recent digs and student involvement, and recent recognitions including a governor's environmental excellence award and Scenic Virginia "treasured views" recognition.
Joanne Jones of the Extension Office described a new quarterly community newsletter, increased outreach via social media, roughly 30 programs delivered this year, collaboration with regional partners and two recent grants (one for about $74,000 and another around $60,000). She said a 4‑H agent hire is in process and expected by January to restore youth programming.
Josh Roller of Robinson Farmer Cox presented the FY25 audit in draft form, reporting an unmodified opinion on the financial statements and federal compliance. Roller noted a restatement of beginning net position tied to GASB accounting for accrued leave (no effect on fund balance), called attention to the general fund ending balance (approximately $19,000,000 on page 22 of the audit), and said testing revealed no internal control deficiencies or material weaknesses requiring report.
Motions recorded early in the meeting approved the agenda as amended (adding minutes from a recent special call closed session) and approved minutes from the special call and prior board meeting; both motions were carried by voice vote in the transcript.
