Council approves multiple budgets, GID work plans, and publishes a package of bills

What passed: Council adopted several required GID work plans and budgets as the ex‑officio board of directors, including Ballpark GID (2026 revenues projected at $1,383,500 and expenditures at $1,731,000) after a public hearing and support from neighborhood representatives. Council also adopted budgets and work plans for the Denver 14th Street GID, Gateway Village GID, Rhino GID and Sun Valley GID. Several business improvement district (BID) operating plans and budgets for 2026 were approved on final passage (including the Rhino and Downtown Denver BIDs).
Bills and ordinances: The clerk read numerous bills for introduction from committee, and the council ordered several bills published. Notably, Council Bill 16‑34 (amendments to Denver’s building and fire codes) was ordered published after discussion and a roll call (12 ayes). The long bill (Council Bill 18‑13) codifying the 2026 budget was discussed, and council members explained their votes on related budget items.
Why it matters: The GID and BID approvals set 2026 maintenance and capital charge levels for several downtown districts and create legal authority for those districts to implement maintenance, streetscape, and programmatic work.
