Council committee reviews $674,000 design amendment for replacement DPD District 6 station

DOTI presented a design amendment request on Nov. 5 to advance the City’s replacement of Police District 6. Molly Scarbo, bond program manager, said the proposal covers demolition and rebuilding of a larger, ADA‑compliant district station with expanded interview rooms, a Sally port, enhanced recording equipment and a community room for public use.
Karissa Maguino, DOTI director for vertical construction, told the committee the request would amend the existing design contract (Ralph Shepherd Architects) for about $674,000 to cover redesign efforts and contingency incurred while value‑engineering scope to fit budget and site constraints. “We are coming forward to seek your approval with the designer's contract to add, about $674,000 as an amendment to their existing design contract,” she said.
DOTI said the project is fully funded and that design is expected to finish in 2026. The project is using an alternative delivery (CMGC) approach to give contractor input during design; DOTI said a guaranteed maximum price and construction contract will be presented when design is finalized. The current construction budget target is $54 million all‑in.
Council members welcomed community engagement but underscored safety and security constraints around sharing full police floor plans. DOTI said it will increase community outreach on noise, dust and traffic control as construction approaches and will solicit input on the community room but will not broadly circulate detailed secured facility floor plans for safety reasons.
Motion and next steps: A motion to move the design amendment forward was made and seconded in committee; staff said a roll‑call vote would follow and that construction contract approval and notice to proceed would be brought later in 2026 after final design and a negotiated GMP.
Ending: Councilmembers said they expect to see the construction GMP and more detailed community engagement plans before construction begins.
