Committee forwards Securitas contract amendment to City Council to extend term and increase cap

The Denver City Council Finance & Business Committee voted to forward a resolution that would extend and expand the citywide security services agreement with Securitas Security Services.

At a committee briefing Oct. 14, General Services interim executive director Adrina Gibson and Citywide Contracts Manager Nicole Sedrett said the current agreement began Jan. 1, 2022 and is set to expire Dec. 31, 2025. Staff requested support for an amendment that would extend the contract through Dec. 31, 2026 and increase the contract capacity from $51,200,000 to $71,200,000 to cover remaining 2025 expenses and projected 2026 needs.

Cammie Jolley, director of administration in General Services, said the account currently supports roughly 253 guard positions across the city, including 153 union-represented employees. Most positions are unarmed; armed assignments are limited to specific assessed facilities. Jolley described training and a quarterly 44-question scorecard used with client agencies (including the Department of Human Services and Arts & Venues) to monitor performance and trigger improvement plans when standards fall short.

Staff said the proposed financial package includes an estimated $18.15 million to cover 2025/2026 baseline needs plus a 10% contingency (presented as roughly $8.5 million) to ensure capacity during a transition to new providers at some "All In Mile High" sites. Operational changes aimed at $1.1 million in 2026 savings were outlined: consolidating entrances at the Web Building, closing two of four Lindsay Flanagan Courthouse screening stations after the morning rush, and reallocating some guard supervisor hours to patrols. General Services warned those changes could affect contractor hours and said Securitas will provide a staffing relocation plan before any changes are implemented.

Council members pressed for greater specificity where staff slides used the word "may" to describe potential impacts. In response, staff estimated roughly 15 employees might be affected by reduced hours but said those employees would be offered alternate work by the prime or subcontractors, and that a Securitas plan detailing employee hours, relocation options and supervisory coverage will be produced prior to operational changes.

Council members also asked about labor and pay parity for subcontractors named in the presentation (JCJ and APS). Staff said the collective bargaining agreement between Securitas and SEIU Local 105 expired in 2024 and negotiations continue; the city will treat the CBA as a factor in the city contract and will explicitly incorporate related requirements into the forthcoming RFP for the next full contract (beginning Jan. 1, 2027). Staff confirmed annual contract increases (a stated 3.5% or CPI) are accounted for and will go to employee wages.

With those points on the record and a request for follow-up materials (2024 comparisons, agency-level spending changes and the Securitas staffing plan), Councilman Daryl Watson moved and Councilman Chris Hines seconded a motion to forward Resolution No. 25-14-77 to mayor/council and the full City Council for final action. The committee agreed to send the resolution forward; no roll-call vote was recorded at committee.

Next steps: General Services will provide the requested follow-up slides and the Securitas staffing/relocation plan before operational changes begin; Resolution No. 25-14-77 is scheduled for Mayor/Council on Oct. 21 and full City Council on Oct. 27.
