Paul Wasson presented site photos and plans showing a proposed marsh sill (set about 1 foot above mean high water) with 5‑foot gaps every 100 feet and approximately 1,800 square feet of non‑vegetated wetland to be covered by riprap. "They've lost some in 2025," Wasson said, describing progressive erosion and the need to protect the house and remaining marsh.
The applicant was represented by Beth Nunley, who said high tides are now reaching under the house and that the retaining wall was installed to reduce wave action. Board members asked about water depths, material (quartz stone) and neighbor concurrence; Nunley and staff said neighbors supported the plan.
Board members treated the proposed riprap and sill as a conversion of existing, eroding substrate rather than a net new impact requiring compensatory mitigation. The motion to approve JPA 2025‑1791 included the board’s finding that the work is a conversion and was seconded; the board approved the permit for a two‑year period.
The board advised that the approval does not grant authority to encroach on private property and that any federal or VMRC determinations remain separate from the county action.
