Baldwin County schools report $95.8M fund balance; insurance premiums drive spike in facilities spending

Baldwin County Public Schools reported a fund balance of $95,800,000 for November 2025 and said routine timing and an annual insurance payment drove a temporary rise in operations spending.
"Fund balance ending in November is $95,800,000," finance staff member Shane told the board, adding that the fiscal year is about 17% complete and revenue is near 16% while expenditures are about 18%.
Shane said the district's operations-and-maintenance category shows a notable increase primarily because "this time of every year, our annual insurance premiums are due for our facilities, and that was $5,300,000 of that." He explained removing that payment from the category reduces the apparent overspend.
The presentation included a snapshot of local revenue and the penny tax, which Shane said is roughly flat for the month, and noted a 12% increase in state-reported SSUT collections for Baldwin County compared with prior periods. He described overall general fund comparisons as in line with historical data and told the board monthly collections typically increase through October–December as property taxes are received.
The finance update was presented as a routine monthly report; board members had no substantive budget actions or motions tied to the November figures in the work session.
