Glenwood Springs approves new baseline and matching funds for Historical Society

Glenwood Springs — After a lengthy presentation and council debate, the City Council unanimously approved changing its annual support for the Glenwood Springs Historical Society to a new baseline of $80,000 and agreed to provide up to $40,000 more in 2025 if the society documents matching fundraising.

Jamie LaRue, board president, told council the society ended the year with $84,000 in reserves, raised about $27,000 in cash donations in 2024 and expanded programming and fundraising efforts. “We are formally requesting … $120,000 for our budget,” LaRue said during the presentation.

Councilors pressed the society on sustainability, fundraising plans and whether the organization had pursued county operational grants. Several council members proposed incentive structures rather than an outright grant: dollar‑for‑dollar matching, caps and a one‑year lifeline if succession planning did not produce a sustainable operating model. Councilor Sumner Dunn moved to set the baseline at $80,000 and match up to $40,000 of new fundraising this year; Councilor Zelensky seconded.

City Manager Steve Boyd said staff will appropriate $20,000 from the ANI fund in the first quarterly appropriation and use tourism funds to complete the baseline $80,000. The final $40,000 matching distribution will be released after the Historical Society provides a ledger documenting the qualifying fundraising. Council framed the action as a targeted, time‑limited support step tied to fundraising performance and review of a multi‑year succession plan.
