Board members and staff questioned whether the rules belong in an ordinance, noted that personnel policy already covers conduct toward the public, and warned that the draft contains subjective standards and grammatical errors that could expose employees to unfair disciplinary action. After public comment urging revision and multiple board members saying the draft was incomplete or unnecessary in ordinance form, the board took a roll-call vote on adoption and the ordinance failed (majority opposed). Supporters said they would continue to refine the proposal.
