The Board of Directors adopted a joint resolution with the Texarkana, Texas, city council to extend the 1985 Millwood water-supply agreement and to authorize joint operating protocols and documentation for co-ownership.
Tyler, a city staff presenter, told the board the extension will run through 2030 and will allow existing treatment and distribution operations to continue. He said that when the bonds associated with the original contract expire in August, the Texas side will receive an ownership interest equal to the portion of the bond it paid.
Board members asked questions about what “interest” meant in ownership terms and whether Riverbend or other third parties were affected; staff answered that ownership refers to the Millwood treatment plant interest and that Riverbend would not be affected by the extension.
The board read the resolution and adopted it by roll call; Director Roberts, Assistant Mayor Harris, Director Hollowbush, Director Brewer and Mayor Brown all voted yes.
The resolution directs staff to prepare the co-ownership documentation and joint operating protocols for future action.
