At its Sept. 15 meeting, the Texarkana Board of Directors approved a slate of routine and quasi‑administrative resolutions during the consent and regular agendas.
Consent agenda: The board approved minutes from the Sept. 7, 2025 regular meeting and adopted multiple resolutions to reschedule 2026 meetings that conflict with holidays, authorize city membership to enter contracts for the replacement of pavement (42nd Street Seward project), and to authorize airport purchases and engineering services. The consent agenda was moved, seconded and approved without items being pulled for separate discussion.
Liens for overgrown lots: During a public hearing the board considered a resolution to certify liens for 26 properties assessed for removal of overgrowth, trash and debris. The resolution cited Arkansas Code Annotated provisions related to notice and certification, and included a provision that the lien amount equals the city's incurred expense plus a 10% penalty. Staff explained the liens are placed on the tax rolls and are generally collected before property taxes can be paid; the board adopted the resolution by roll call.
Gateway Farmers Market lease: The board authorized the city manager to enter into a 10‑year lease renewal with Gateway Farmers Market for two parcels at Jefferson Avenue and Broad Street adjacent to Nicks Creek, the same lease terms as the prior agreement. Board members confirmed the lease includes the green space that hosts a butterfly garden. The resolution passed on a 5–0 roll call.
