Texarkana historic panel approves outdoor patio for Eagle Wine and Bourbon Bar

The Texarkana Historic District Commission voted to approve a certificate of appropriateness for an outdoor seating area at 3704 Hillside Drive, adjacent to the Eagle Wine and Bourbon Bar.

The application, filed by Chris Fuller, would convert a vacant lot next to the bar into a partially covered patio bounded by a black, approximately six-foot wrought-iron fence. The commission heard that part of the patio will be covered by a lean-to canopy with trim to match existing building details, and the uncovered area will be surfaced with gravel to prevent mud and bare dirt.

Commissioners and the applicant discussed structural details, including a simple lean-to canopy supported by four beams and a sheet-metal roof. Commissioners asked about gates, interior locking mechanisms and whether the fire marshal had reviewed egress to ensure patrons could exit safely; the applicant said safety measures and door egress would be addressed prior to occupancy.

Staff noted that the project does not alter the existing building façade and cited Department of the Interior guidance that new construction in historic districts should be clearly distinguishable from historic fabric. Commissioners emphasized that a 36‑inch door may be allowed only if it can be installed without removing or altering the building’s brickwork; if brickwork must be changed, a new application will be required.

A motion to approve the request "as is" carried on the roll call vote. The recording secretary called the roll; Michael Hendricks, Jamie Simmons, Dave Jones, Christian Durham and Chairman Greg Gallagher each answered 'Yes.' The chair said the applicant will be notified by mail that the certificate was approved.

An audience member who spoke after the vote praised the Eagle’s restoration, saying, "They have done a beautiful job of restoring that building."
