Board approves liens on 13 overgrown lots after public hearing

The Texarkana Board of Directors held and closed a public hearing Dec. 2 and then adopted a resolution placing liens on 13 overgrown lots to recover the city's abatement costs.
Roger Douglas opened the hearing and said these are routine nuisance-abatement parcels the city brings for board action several times a year. Board members asked whether the city outsources mowing; Douglas said the city performs the work itself. One parcel on Preston had a higher charge because crews removed "loads and loads of trash and junk," Douglas said.
The city attorney read the resolution, which cited Arkansas Code Annotated sections used for property abatement and lien certification and stated the board's determination that the lien amounts, as listed in exhibit A, should be certified to the Miller County tax collector for placement on the tax books as delinquent taxes. After motion and second, the board adopted the resolution by roll call with all members present voting yes.
The resolution directs the city to certify the amounts to the county tax collector for collection under applicable law. Board members did not discuss altering amounts presented; several asked only clarifying questions about procedure and cost drivers.
