The Texarkana Board of Directors authorized the city manager to enter a memorandum of understanding with the Texarkana Regional Airport Authority that will have sworn police officers employed by the city provide law-enforcement services at the airport on a pass-through, cost-neutral basis.
City presenters said the airport had decided to discontinue directly employing airport officers on its payroll effective Jan. 1, 2026, and that negotiations over the past six months produced a model where the airport reimburses the city for the full loaded cost of personnel. Staff told the board the constructed loaded hourly rate to be billed is about $20.11 per hour and that the MOU also allows the airport to lease a marked police vehicle for $1,200 per month, with the city covering fuel and maintenance.
Police and airport staff said the change returns the arrangement to a prior practice and does not create a profit opportunity for the city; the board moved and adopted the resolution by roll call.
The MOU includes invoicing and reimbursement procedures, scheduling and operational responsibilities, and the vehicle lease terms; the resolution directed the city manager to execute the MOU.
