Huber Heights pursues 15‑year tax abatement to keep PVS Plastics expansion local

Jason (economic development) summarized PVS’s history in Huber Heights, noting the company started operations in 2004 and already employs more than 60 people locally with an annual payroll “over $3,500,000.” He said PVS seeks to add a 60,000–70,000 square-foot facility with an expansion cost cited in the transcript as 67,000,000 and projected to create 40–50 new jobs over three to five years with an annual average wage of about $55,000. "We want their expansion to take place in Huber Heights and not in Johnson City, Tennessee," Jason said, and staff proposed offering a 15‑year tax abatement to help secure the project.
Council members asked operational and program questions. One asked whether the abatement would apply only to the new parcel; Jason confirmed the abatement would be limited to the new acreage and not to the company’s existing parcel. Members also asked about Edge Grants and whether that program would be available in 2026; Jason said Edge Grants paused in 2025 and will return in 2026 with a reduced pool (~$1,250,000).
Staff asked council to place the Community Reinvestment Area / abatement agreement on the next council agenda for approval. Councilmembers expressed appreciation for the prospect of job growth and generally signaled willingness to move the item forward to the Monday meeting for consideration.
