Sheriff: short CoreCivic contract extension will smooth transition to county’s Joe Pelley Center

Sheriff Curtis Johnson asked the board to amend an existing contract with CoreCivic to extend housing for work-release and community corrections clients for up to two months beyond the contract’s scheduled expiration so the county can transition people to the Joe Pelley Center once that facility is staffed.
Johnson said the Joe Pelley Center would likely not be ready to intake these clients until mid-January and that amending the existing contract for a short period is administratively easier than creating a new short-term contract. He noted that the county only pays CoreCivic for days when individuals are actually housed there. "We're only charged when individuals are actually living at the facility," Johnson said.
Commissioners asked whether the county should terminate rather than extend the CoreCivic contract; staff responded that the amendment is intended to provide time for a safe, orderly transition. Funds for those housing payments are budgeted in Community Justice Services (fund 151) for 2026. The board voted to approve the contract amendment.
