Boulder County directs quick allocation of $129,000 in state ARPA funds to supportive services for permanent supportive housing

Heidi Grove, division manager for the Division of Homeless Systems, presented a request to reallocate $129,000 of state ARPA funds awarded through the Department of Local Affairs (DOLA) for supportive services for permanent supportive housing (PSH). Grove said a March 2025 financial analysis identified $129,000 in cost savings that must be expended by Sept. 30, 2026, or returned to the state. She proposed an abbreviated competitive grant process to distribute the funds quickly and equitably among experienced providers.
Commissioners discussed whether to use a bid waiver (which the county administrator can approve under county policy) or a short competitive process. Commissioners noted at least three primary PSH providers in the county — Clinica, Together, and All Roads — and suggested allocating funds proportionally by number of PSH units. "We know of 3, for sure," Grove said when asked about prospective applicants.
The board directed staff to either pursue a bid waiver with the county administrator, if appropriate, or run a highly abbreviated competitive process and to allocate funds in a manner consistent with the board's direction (proportional allocation based on PSH units). The motion to distribute the funds consistent with the discussion was approved on the record.
