The Highland Park City Council approved a group of consent items on the Jan. 12 agenda and unanimously approved a professional services agreement with United Talent Coordinators.
City Manager Newkirk summarized the omnibus package (items 1–10) and drew attention to item 8, a proposed one-year agreement with PACE to provide local bus service including service to Ravinia Festival. Newkirk said negotiations had focused on increased insurance and liability requirements PACE is seeking; staff noted Ravinia Festival pays for the transit service it benefits from and that Ravinia is covering related costs for festival service. Councilmember expressed concern about the inability to terminate the contract and the city assuming increased insurance costs, but said the Ravinia explanation made them comfortable leaving item 8 on the consent agenda for the one-year contract while staff continues negotiations.
Councilmember Ross raised questions about the selection process for item 2 (United Talent Coordinators) and asked whether council should be apprised when staff interviews vendors. City Manager and corporation counsel described the RFP process and indicated the council would receive earlier preliminary agendas and additional notice where appropriate. The resolution approving the United Talent Coordinators agreement carried 7–0; the omnibus items on the consent calendar were approved as called (items 1, 3, 4 and 6–10).
