Charles, a county planner, told the commission the rezoning would "allow for the establishment of a dedicated parking and rest area for semi trucks and tankers" and noted the site falls within the East Pickens corridor where mixed-use and highway-business uses occur. Staff recommended approval but said final site-plan review would address buffering, fire protection and Georgia Department of Transportation access encroachment.
