Commission backs temporary motorcycle-training permit at Kohler parking lot

The Oak Creek Plan Commission on Jan. 13 recommended the common council approve a temporary use permit for Headlight Power Sports LLC, doing business as House of Harley Davidson, to operate a Wisconsin‑approved motorcycle operator training site in the Kohler parking lot at 9725 South 13th Street.
Nick (city staff) told commissioners the training program has been approved annually since 2018 and that the applicant, Mark McClain, proposed operating March 20–Nov. 3, 2026, primarily on Wednesdays, Thursdays, Saturdays and Sundays. The proposal includes one 40‑foot cargo container for equipment storage and two temporary 4x8 signs on the container.
Conditions recommended by the commission limit operations to the south portion of the lot, set hours between 7 a.m. and 8 p.m. daily, require only one cargo container to be used and removed within seven days of the final course date, and cap signage to two temporary signs of specified size. Staff noted there have been no past complaints about the program since 2018.
Mark moved approval; the motion carried by roll-call vote. Commissioners and staff wished the program a safe 2026 riding season.
The recommendation goes to the common council for final action; staff and the applicant must ensure the cargo container, signage and activity area meet the conditions specified by the commission.
