Laurie Maderas of the Clerk of the Board’s office described the statutory process for forming irrigation water delivery districts (IWDDs), saying that petitions meeting signature and legal requirements are typically approved. She noted that annual budgets are reviewed publicly and that districts must file annual reports; districts that reach a $50,000 budget threshold must undergo a review or audit.
Because no substantive public testimony or contested motions were recorded on items 1 and 2, the board’s action was procedural and final at that meeting. The board then proceeded to consider a separate petition for Tolleson Farms 2.
