Hendry County advances temporary RV permitting, accessory-setback changes and awards Port LaBelle water-study contract

The Hendry County Board of County Commissioners gave staff direction Jan. 13 on several planning and infrastructure items: a revised temporary RV permit for owner-builders, accessory-use setback guidance for accessory structures, and authorization of a consultant agreement for a Port LaBelle water-treatment plant build-out.
Planning director Ryan Alexander said the revised temporary RV permit would be based on parcel size rather than zoning and would exclude Port LaBelle and Banyan Village. The permit period was set at 18 months in total, with an initial six-month period, a 12-month renewal and final expiration at 18 months. Alexander said porta-johns and a dumpster would be required on-site, and that owners who self-haul trash must provide receipts when seeking permit extensions.
On accessory-use setbacks, Alexander told the board frequent variance requests in Port LaBelle and other master-planned areas justified keeping a conservative approach in denser zoning. Staff recommended, and the board approved, maintaining a 6-foot minimum setback for accessory structures in areas where easements and fire separation concerns apply.
Public Works staff reported a negotiated STA with Tetra Tech for the Port LaBelle water-treatment plant build-out and interim expansion work; the amount presented was approximately $249,950 for a 180-day completion timeline. The board voted to accept the agreement and authorized staff to move forward.
Next steps: planning staff will take the RV amendments to the Local Planning Agency for recommendation and return with final ordinance language; Public Works and the consultant will proceed with the STA scope to prepare bid documents for the full plant expansion.
