Planning commission recommends landmark overlay for John Haley studio house in Point Richmond

The Richmond Planning Commission on January 15 voted to recommend that city council approve a rezoning and Landmark Overlay District for the John Haley studio house at 771 Ocean Avenue in Point Richmond (PLN24-358).

Senior planner Michelle Morse summarized the nomination, saying the studio house, built about 1932 with a 1949 addition attributed to architect Roger Lee, meets four of six local landmark criteria: association with artist John Haley, architectural merit tied to the Bay Area modernist "Berkeley School," and the significance of the 1949 addition. "HPC recommended a landmark designation and nomination, for its architectural merit and association with Haley," Morse said.

Caitlin Hibma, the applicants'cultural historic resources consultant and vice chair of the Historic Preservation Commission (who recused herself from the decision), described the house's role as a studio, salon and exhibition space for Haley and peers and said owners Joy Tahan Bridal and David (last name not stated) seek the listing to secure CEQA protections in future projects. The applicants said the neighboring twin house is under separate ownership and that owner did not nominate that parcel.

After questions about how overlays have been used within Point Richmond and confirmation that staff will add the parcel to an updated GIS map of historic resources, Chair Harrison read and moved the resolution recommending council approval; the motion passed unanimously by roll call. Staff said the matter will go forward to city council for final action.
