CTA updates agency safety plans to formalize roadway worker protection and risk-based inspections

Jeff Holbert, vice president of safety, presented CTA's updated agency safety plans for rail and bus, noting the updates are regulatory requirements from the Federal Transit Administration and that Illinois DOT serves as the independent state safety oversight agency for rail. He said the plans memorialize the agency's safety management system and undergo annual review.
Holbert identified two major initiatives in the update: (1) a roadway worker protection (RWP) program to formalize and standardize controls, job safety briefings and on-site protections in the active-rail environment; and (2) a risk-based inspection program designed with IDOT that will use safety-assurance data to focus announced and unannounced inspections where they will have the most effect. He noted that the RWP approach requires a designated roadway-worker-in-charge at each worksite whose responsibility is worker and on-track protection protocols.
Directors asked for the top changes and about how oversight and accountability would be implemented; Holbert said the plans were reviewed and formally approved by IDOT and that supporting documentation was included in the briefing packet. The board placed the ordinance on the omnibus for approval.
