Dinwiddie planners recommend event facility CUP for Boynton Plank Road to Board of Supervisors

The Dinwiddie County Planning Commission voted Dec. 10 to recommend that the Board of Supervisors approve a conditional use permit allowing an event facility at 16011 Boynton Plank Road.
Planning staff told commissioners the property is roughly 2.5 acres and lies in the A-2 (Agricultural General) district. Staff recommended conditions that would limit events to Friday through Sunday between 10 a.m. and 10 p.m., require parking on the property (or on an adjacent parcel with the landowner’s consent), require compliance with VDOT entrance design standards and county noise rules, confine site lighting to the property, and subject the permit to annual review and potential revocation by the Board of Supervisors.
“The applicant is proposing that no more than 75 people are allowed on the property at any one time during an event,” planning staff said during the presentation.
The applicant, Kevin Summerfield, told the commission he had spoken with nearby residents and said neighbors “seem like they’re fine” with the proposal.
Commissioners pressed staff on enforcement. One commissioner asked, “What about in between 75 and 300? What happens then?” Staff said by code only gatherings of 300 persons or more are subject to Chapter 3, Article 2 special-event permitting and acknowledged that enforcement often relies on neighbor complaints; staff said that, if violations occurred, the county could pursue revocation of the CUP.
Traffic access was also discussed. Staff noted VDOT requires a low-volume commercial entrance and that left turns from the driveway would be permitted under VDOT’s review and standards.
A motion to recommend Conditional Use Permit C-25-7 to the Board of Supervisors “as presented with recommendations for approval” (including amended language for two conditions discussed at the meeting) passed on a roll call vote.
Next steps: The recommendation will be forwarded to the Board of Supervisors for final action. The Planning Commission’s recommendation includes the conditions described at the meeting and an annual review process.
