San Marcos council reappoints and names members to planning, parks, climate and foundation boards

The San Marcos City Council on Jan. 13 confirmed a slate of reappointments and new appointments to several advisory boards and commissions, approving each motion without recorded opposition.
Mayor Rebecca Jones moved to reappoint Rebecca Rosler to the Climate Action Plan Working Group after Rosler summarized her service since July 2022 and said she served as the group's chair. Rosler told the council her priority is stronger community engagement as the city revises its climate action plan. The motion passed.
Applicants and incumbents for Parks & Recreation and the Planning Commission introduced themselves and answered council questions about attendance and briefings. Council retained Jay Franklin as a regular Parks & Recreation commissioner and appointed Angelica Garcia as an alternate. For the Planning Commission, the mayor nominated Kevin Norris, Fatima Guerrero, Lionel Salisbury and Mike Barnett as regular members and recommended Marie Marcinko and Lindsay Smith as alternates; the council approved the nominations.
On the Community Foundation board the council moved Stephanie Bussin from alternate to a regular seat, reappointed Carol Gindell as a regular member and named Eliza King as an alternate. Carol Gindell and other applicants described the foundation's recent donor growth and small grant work to local nonprofits.
Council members repeatedly emphasized the importance of briefings for alternates and preparedness ahead of meetings. Mayor Jones advised applicants and alternates to attend staff briefings so they can step into decision roles when needed.
Votes recorded at the meeting were taken by voice and noted as passing without recorded “no” votes during the public meeting; the council had one member absent (Council member Danielle LeBlanc, noted in roll call as recuperating from surgery).
