Adam Fan, assistant director of redevelopment, presented an executed purchase agreement for 1030 (Prince/Princeton) — staff noted they will correct the street name to Princeton Boulevard — saying the buyer intends to build single-family, owner-occupied homes. He said staff have worked with a potential buyer for several months and asked the commission to approve the purchase agreement and authorize execution.
Staff also described a preapproved plans program, modeled on programs in South Bend and Kalamazoo, to give small builders access to construction drawings sized to historic, small lots. The University of Notre Dame provided a range of plan templates; Carriage House will finalize construction drawings. The commission approved a motion to employ Carriage House at a fee not to exceed $45,265 from the Downtown Allocation Area No.1 fund to cover the work.
In a related item, staff requested and the commission approved a time-and-materials, on-call contract with Abbot Marsh to develop initial concepts and exterior refresh ideas for Woodland Crossing and adjacent outbuildings; the not-to-exceed fee is $15,000 from the consolidated TIF area.
