Committee forwards Ocean Avenue Community Benefit District management contract to full board

The Government Audit and Oversight Committee of the San Francisco Board of Supervisors voted 3-0 on Jan. 15 to forward a resolution authorizing a management agreement between the City and the Ocean Avenue Association, the nonprofit that will manage the renewed Ocean Avenue Community Benefit District.
Jackie Hazelwood, Community Benefit District program director at the Office of Economic and Workforce Development, told the committee the renewal adopted by the Board in July 2025 established a 15-year term that runs through Dec. 31, 2040 and expands the district to include the Lakeside Village commercial area along Ocean Avenue between 19th Avenue and Junipero Serra. “This renewal includes the addition of the Lakeside Village commercial area,” Hazelwood said, adding that the district’s day-to-day operations will continue to be run by the Ocean Avenue Association under Executive Director Christian Martin.
Hazelwood said the contract is a template developed by the deputy city attorney (Manu Pradhan) in partnership with OEWD and formally establishes a benchmarking process by which OEWD staff will review budget categories to ensure the CBD provides services outlined in its management plan and spends assessment funds accordingly. She told supervisors that, if the full Board approves the contract, the city controller would be able to disperse assessment funds beginning in late April.
Chair Jackie Fielder moved to forward the item to the full Board with a positive recommendation; the clerk called the roll and recorded a 3-0 vote in favor. No members of the public spoke on the item at committee.
The item is scheduled to appear on the Board of Supervisors agenda of Jan. 27, 2026, where the full Board will consider final approval.
